What's an utter, lame-ass buck pass that statement is.
If you're a 'proficient' sweeper you should consider the fairness. Meanwhile as the global governing body we're going to allow these brooms to be used in rec play.
Hypocrites, pure hypocrites.
Btw, watching our men's league the other night I saw dozens of guys trying to DS. It's just a matter of time before these so-called non-elites are as 'proficient' as most of the elites.
And I doubt we're the only club observing this phenomenon.

Their lawyers are fighting over who gets to keep the Hardline brooms.
On an aside, I've seen the new material in action now, and it seems to have little to no affect on the direction of the rocks, which is a good thing IMO.

It's absolutely the semi-competitive tier that is going to be a problem this year. For example, the Traveler's Curling Club Championship zones start in Ontario in 2 weeks and non-compliant heads are allowed. I'm sure there will be some confrontational situations that come up at those zones with teams using new non-compliant heads. Most teams at that level are well aware of how to take advantage of now "banned" brush heads with one sweeper and directional sweeping techniques.

This sport will become as lame as that statement if the governing bodies keep dragging their feet. The long and the short of it...it's cheating. Standardize the rules for all competitions, clubs, major leagues, sanctioned events or watch the sport regress further. Most people both spectators and curlers alike, are still scratching their heads over this subject.
