Our qualfying structure should look like this...
Saskatchewan is redoing their provincial playdowns system for next season...and I gotta say, I like it...USCA should consider something parallel:
16 teams at Provincials (I believe they play 2 pools of 8 for the opening round)
- 6 Teams from the Saskatchewan Curling Tour qualify...1 from each of 5 identified events, plus the highest ranged nonqualifying team from the overall tour (we'd have to establish a US Curling Tour...but that's not a bad thing, IMO)
- 4 Highest teams on the CTRS (order of merit), not qualified already. Adopt that right as is.
- 6 teams from open qualifying events, two of them, held on the same dates, the number of qualifiers from each dependant on entry numbers (so if one has 25 teams and the other 5, 5 berths go to one, 1 to the other)
Things you'll note *don't* get you qualified:
- Membership in any sort of HPP. You still get benefits from being in an HPP, because you're getting funded to be in several CTRS events, so odds are good you'll be in the 4 highest ranked teams...if you aren't, you need to earn it via another method
- Winning the Junior Nationals (although I wouldn't gripe much if that was one of the 5 identified events...I can see the value of letting the Junior National teams play in Open Nationals)
Something else you'll also note...they send the winner of their tankard, regardless of who it is. Something to consider...

why would they have two open qualifying events for the 6 remaining spots? To make it easier for travel? to accommodate more teams? otherwise, wouldn't it be simpler to have just one qualifying event?
regardless, it seems like a good system, better than what USA is using now. the best teams have multiple ways to get in. hot teams as well as teams with sustained performance can get in. teams are still encouraged to enter tough WCT events throughout Canada. no special non-performance-based exemptions. winner advances to worlds.
if something similar were adopted in the USA, then probably the field could be smaller than 16. It seems like a single "challenge round" could still be used instead of two. It would be great to see 4-6 existing USA cash spiels identified as a "USA tour" for qualification points.
Best of all, the USA Nationals would again be a strong, exciting national championship.

I would argue for 2 "regional" play-in events for 2 reasons:
1. Travel. It's not really fair to ask a New York team to compete in Alaska (or Vice versa) at a sub-National Championships level, putting one in the "East" and one in the "West" would cut travel time for regionals down dramatically.
2. Size of field. it's a lot easier to find two clubs that can handle a 20-25 team Regional qualifier than one club that can handle a 50 team one.

I would think the reason that SK has gone with the 2 events, is travel, and number of sheets of ice needed (as described above).
I also think they are trying to have the format still look some like the old format.
Last year's format saw around 50 teams entered to play. 6 received direct entry to provincials (in a similar manner to above, just different quantities). The remaining teams played in their regions to narrow the remaining field (~44) down to 32; and then there were 2 16 team triple knockout events for the remaining 10 spots (5 each); the event you were in was dependent on the region you curled out of.
