Shed some light

This is directly from the 2012 minutes of the meeting where the relegation system was passed. I bring your attention to the wording WITHOUT OBTAINING PRIOR APPROVAL. How in the world did any of the member associations and CCA board in good conscience let this pass? This gave them the ability to make any changes or even cancel any of the national championships. I don't think they realize what they've done, or worse, they do. The CCA can now do anything they want to these championships and nothing can be done to stop them, other than actually putting it to a vote, for which they've just given themselves the power not to.

Moved by Resby Coutts (CurlManitoba), seconded by Jim Mann (Curl BC), that a waiver be
granted to bring forward a Notice for Consideration to amend the wording of EL-11 (6) and
EL-11 (7).

NOTICE FOR CONSIDERATION #1: AMENDMENT TO EL-11
Moved by Collin Griffith (ACF), seconded by Jim Mann (Curl BC) that the CCA Board of
Governors be directed to cause a change to EL-11 (6) and EL-11 (7) of the Policy Registry so that
it reads:
(6) Allow fundamental changes to the round robin format or equitable opportunity to access
CCA-operated Canadian Championships without obtaining prior Member Association and
Board approval following consultation with the Member Associations.
(7) Allow the introduction of any new CCA-operated Canadian Championship or the removal of
any of the below listed Canadian Championships without obtaining prior Member Association
and Board approval following consultation with the Member Associations.
*Canadian Sr. Men’s and Women’s Championship *Canadian Mixed Championship

Thanks very much for posting this. It raises some very interesting questions.

For instance: Why would anyone ask for permission to do certain things "without prior approval" unless he [a] already had a desire to do such things? and [b] knew what would happen if he explicitly requested approval to do them?

The other question might be, how can this group knowingly relinquish any and all ability to hold accountability to the people that are SUPPOSED to have the best interests of the curling members in Canada, not their own, at heart? This whole situation doesn't sit right with me. Something is going on that that rest of us are not privy to. I'm quite sure once all the dust has settled, everyone will be accounted for and the truth will come out. I just hope sooner than later.

Good thing there is a world mixed championship now or the Canadian mixed could easily have been axed. Yet in OCA zone play that was the only competition that had lots of entries.

What you found is in fact precisely the opposite to what you believe it to be.

It is a record of a change in wording to a Curling Canada policy. But you actually need to read the entire policy to understand what the change means. Here is the entire policy in PDF:

Page 118 has the policy you are discussing.

The word you are missing is a pretty simple one. The word is "not". Here is the policy as it now reads:



Level 1 Statement:
With respect to Championships, Competitions and Events, the CEO shall not cause or allow conditions, procedures or decisions that jeopardize the successful organization of the Curling Canada operated championships, competitions and events.

Level 2 Statements:
Accordingly, the CEO shall not:


The bolding is mine.

Your items 6 and 7 were in fact added to the list of things that can not be done without member association approval.

You have called people incompetent and suggested some nefarious purpose behind something these people did not do - in fact they did 100% the opposite of what you have claimed. You called them out by name.

And a bunch of people agreed with you.

You all should apologize and retract.

NGM, you are right on the mark. This was to ensure that the CCA as it was known then would NOT Do these things. Specific and clear executive limitations. So the question now begs to be stated - is the CCA or CC adhering to those executive limitations with the actions that they have done leading to the changes this year seen at the Scotties and Brier.

As I had stated in other posts, CCA was fully prepared to have relegation for all the championships. Many of the MA's have been trying to not have this happen, while at the same time making all the national championships inclusive for all of the MA's to participate in. A real clash between operational requirements/opinions and governance. Relegation has proven no benefit at mixed and seniors and no longer is used. Lets hope that the same happens for these two events.

We have to remember that the MA's don't do the operational side, but are the owners. If the owners don't like how the business is being run, then they need to make changes. That, however is not that simple when the MA's are all volunteers who have regular turnover, while the operational are employees and have significant tenure.
