Seeding/Tie Break question

Curious how British Columbia is seeded higher than Ontario in the Championship Round when they had the same record coming out of the round robin, and Ontario won the head to head? BC received the B3 spot and Ontario the B4 spot.

Never mind, it looks like Ontario was B3, this site just has them lower in the round robin standings.
