Possible Rule Violation

In the 11th end of the Norway/Canada game, Morris helps Simmons sweep their rock to the boards (rock was in FGZ). Competitive rules 12(4) clearly states "During the delivery of the first four stones of any end, only the person in charge of play for the non-delivering team may sweep their stone when set in motion". As third, is John considered a person in charge of play?

I see this happen all the time in competitive play.

Are you reading the CCA rule or the WCF rule? I believe they are different under this situation.

WCF Rule 7(b):

"A stationary stone must be set in motion before it can be swept. A stone set in motion by a delivered stone, either directly or indirectly, may be swept by any one or more of the team to which it belongs anywhere in front of the tee line at the playing end."

All four of them could have swept that rock, until the tee line at which time only one of them could have.
