You might be thinking of a guy from the Minnesota area who was protesting the possibility of Montreal contracting sometime around the late 90's early 00's. He showed up to the meetings and there were a few articles written about him and his odd appearance.

I wonder if you are thinking of "Youpi", he was the official mascot of the Montreal Expos during their stay in Montreal. The Montreal Canadians (Habs) have since the Expos' demise purchased the rights to Youpi for their franchise.
